Requests for Proposals (RFPs) usually focus on key priority areas and are often intended to support targeted, outcome-focused research. The majority of RFPs are issued through our Partnership Programme.
Interested researchers should refer to the RFP document which will contain key information and have references to documents and outline application processes. A one or two stage application procedure can apply, with full applications often preceded by Expressions of Interest or Registrations of Intent.

The Ministry of Health and the HRC wish to advise researchers of the release of this RFP, Queen Elizabeth II Jubilee Research Grant – Health Knowledge to Action, which aims to fund research that will facilitate the transfer of knowledge to practice in the health sector. This funding initiative is one of several different initiatives being commissioned by the Government to celebrate the diamond jubilee of Queen Elizabeth II.
Through this RFP, the Ministry of Health and the HRC are seeking to purchase research projects that transfer knowledge from initiatives with proven effectiveness, into practice in the health sector. Research projects will investigate the adoption and implementation of initiatives; examine what was successful and why; and identify factors that facilitate and/or impede uptake across a diverse range of settings.
A total funding pool of $450,000 (exclusive of GST) will be made available for this RFP and the funding term is up to 24 months. The funding partners intend to fund between one and three research projects.

A joint initiative between the HRC and the Canadian Institutes for Health Research (CIHR) has been established to support community-based primary healthcare by funding New Zealand and Canada-based teams undertaking programmatic, cross-jurisdictional and interdisciplinary research to develop, implement, evaluate, and compare innovative models in the following research priority areas:
- Chronic Disease Prevention and Management in Community-Based Primary Healthcare
- Access to Appropriate Community-Based Primary Healthcare for Vulnerable Populations

The HRC has now released its RFP for the Community-based primary healthcare partnership with CIHR.Please note that the New Zealand process for this initiative will only involve a one-stage process (ie. no Expression of Interest stage). New Zealand applicants will first be required to complete a Registration of Intent (ROI). The ROI stage will open in March 2012. The first part of the CIHR process is a Letter of Intent (LOI) stage. This part of the CIHR process is applicable to New Zealand applicants as a New Zealand First Named Investigator is required to register with the CIHR to obtain a Personal Identification Number, which is a requisite part of the CIHR LOI submission.
Only those New Zealand applicants whose partnering Canadian team is successful at the CIHR LOI stage will be able to submit a full application to the RFP. Results of the CIHR LOI stage will be announced in July 2012.
This RFP is funded through the HRC’s Partnership Programme.

Release of Request for Proposals
The HRC has now released the RFP for the Research Partnerships for New Zealand Health Delivery (RPNZHD) 2012 initiative, which aims to provide an evidence base to inform practice or system change and improvement, and support decision making in the area of health delivery.
This initiative will involve a two-stage application process. Applicants are required to firstly submit an Expression of Interest (EOI) via the HRC's online submission system,with a deadline for uploading the Expression of Interest (EOI) document of 5pm, Friday 27 January 2012. The EOI application guidelines and the EOI application form are now available. Following assessment of the Expressions of Interest, successful applicants will be invited to submit a full application.
A unique feature of the RPNZHD is the requirement for researchers to work in collaboration with health delivery decision makers, and for these decision makers to be involved throughout the research process increasing the likelihood for effective knowledge transfer. The organisation to which the decision maker belongs is also required to make a minimum contribution of at least 25 per cent (financial or in-kind) towards the research costs.
The RPNZHD initiative is aligned to the Health Delivery investment stream in the HRC’s annual funding round. However, the RPNZHD has a distinct profile, separate budget, shorter funding term and is run ‘out-of-cycle’ to the annual funding round.
A minimum funding pool of approximately $800,000 (exclusive of GST) is available for allocation. The funding per proposal is up to a maximum of $200,000 (fully-costed, exclusive of GST, and exclusive of the organisational contribution) and for a duration of up to 18 months.
