Diverse perspectives on ‘tobacco endgames’ and how best to achieve these were exemplified by the repeal of world-leading measures introduced in the Smokefree Environments and Regulated Products (Smoked Tobacco) Amendment Act 2023. Subsequent decisions to amend regulation of vaping, heated tobacco and oral nicotine and tobacco products, have led to a dynamic policy environment. The Te Tupu o te Harakeke programme will assess factors shaping this rapidly changing environment and identify opportunities to accelerate progress towards endgame goals. Our approach includes integrated qualitative and quantitative studies, and a novel tobacco industry monitoring system. Māori-centred studies will explore policies’ meanings and impacts, probe how rangatahi experience vaping and smoking, and explore measures that could elevate their influence on policymaking. Strong community and stakeholder engagement will enable highly responsive studies while innovative dissemination and translation approaches will maximise national impact and ensure our findings inform international policy and practice
