Existing evidence demonstrates the need and legislative imperative for culturally safe care. How healthcare systems are structured (e.g. policies, processes, funding arrangements) impacts on the ability of healthcare professionals to deliver culturally safe care for Māori. However, systemic barriers and enablers to culturally safe care is not clearly monitored nor understood in Aotearoa. Overall, the purpose of this research is to support advancement of healthcare services through the development of a system improvement approach that (i) embeds monitoring of systemic conditions that support or constrain culturally safe care, and (ii) informs and prioritises action on system levers. The proposed research (phase 1) entails literature review and development of communication materials for potential rōpū kaitiaki members, to inform subsequent research phases. Phase 2 will focus on establishment of rōpū kaitiaki, and system improvement approach for critical review. Phase 3 will deliver feasibility testing of the system improvement approach in applied health.
