In addition to having priorities specifically associated with each of the nine Research Portfolios, the HRC Board has also identified five priority population groups. The HRC's policy framework is built around identifying and addressing needs and issues for these groups through the research investment. The HRC's Research Policy Advisory Committee has convened an Expert Panel for each of the priority populations. The Expert Panels review the totality of the research investment and advise each Portfolio Advisory Group on strategic issues for the population concerned in that area.
The HRC's five priority populations are Maori, Pacific peoples, Children and Youth, Older Adults and People with Disability. The HRC wishes to ensure that research that focuses on the needs of these populations is prioritised in the assessment process. Each of the Expert Panels has developed relevance criteria for their respective priority population, in consultation with a wider group of stakeholders. The relevance criteria are used to determine the priority of research proposals submitted to the HRC's annual funding round. All proposals submitted to the HRC's annual funding round are assessed for relevance to the priority populations. Applicants are encouraged to review the relevance criteria and consider how their research proposal addresses and aligns with the priorities identified in the relevance criteria developed for the priority population groups.
It is important to note that the relevance criteria developed by the HRC's Expert Panels for Maori, Pacific peoples, Children and Youth, Older Adults and People with Disability, are in addition to the research priorities identified in the nine Research Portfolios. The HRC's policy framework is built around identifying research priorities across the health sector as well as addressing the health research needs and issues of our five priority populations through the research investment. However, applications that do not meet any of the criteria for the HRC's five priority populations are still eligible for funding.
