The HRC specifically prioritises research that is of high relevance and benefit to Pacific peoples. The HRC has made this explicit in the research strategies and in the HRC's assessment process. The Expert Panel for Pacific peoples reviews the totality of the research investment to ensure that the needs of this population are addressed. The Expert Panel for Pacific peoples have developed the following relevance criteria to determine whether the research meets minimum expectations and whether it can be classified as Pacific Relevance research, Pacific Partnership research or Pacific Governance research.
Meets Minimum Expectations of Pacific Relevance Criteria (General Population Research)
- All research which involves a general population sample should include Pacific participants, unless there is a justifiable reason for their deliberate exclusion
- There has been consultation with appropriate Pacific representatives
- The inclusion of Pacific participants has been considered in the research design and procedures
- The dissemination approach is adequately designed to reach the Pacific community
Meets Requirements of Pacific Partnership Research
Meets all minimum expectation Pacific Relevance criteria above, and at least three of the following
- The research topic is of importance to the Pacific community, addressing a significant Pacific health priority issue and evidence of this is provided
- The research team has developed mechanisms to enable ongoing consultation with appropriate Pacific representatives (e.g. establishing an advisory committee)
- The research includes an identifiable Pacific cohort of sufficient size to allow separate analysis of the data
- There is Pacific participation on the research team
- The research provides training opportunities to build the research capacity of the Pacific population (ideally a formal qualification for a (named) Pacific person)
- The research design and analysis actively utilises or develops Pacific research approaches/frameworks/models/methodological innovation
- The plans for dissemination include culturally appropriate, targeted and effective dissemination approaches to the Pacific community
Meets Requirements of Pacific Governance Research
- The proposal is ‘by Pacific for Pacific' or can be categorised as Pacific led research (if the first named investigator is not Pacific the research team must demonstrate how it remains a Pacific led project), and
- The proposal meets all minimum expectation Pacific relevance criteria, and
- The proposal meets at least three Pacific Partnership criteria.
