The HRC specifically prioritises research that is of high relevance and benefit to Maori. The HRC has made this explicit in the research strategies and in the HRC's assessment process. The Expert Panel for Maori reviews the totality of the research investment to ensure that the needs of this population are addressed. The Expert Panel for Maori have developed the following relevance criteria to determine whether research meets addresses the health needs and priorities of Maori. The HRC also identifies and prioritizes research which contributes to He Korowai Oranga, the Ministry of Health's Maori Health Strategy – and Vision Mātauranga – the Ministry of Research, Science and Technology's strategy to unlock the innovation potential of Maori knowledge, resources and people.
Maori Development
Maori Development research is carried out to consolidate and develop Maori knowledge and to deepen the Maori research skill base. Maori Development research is supported with funding from Output Expense 5 ‘Maori Health Research', and is allocated by the HRC through the Rangahau Hauora Maori Research Portfolio. Maori Development research is:
• Maori controlled (i.e. Maori led, involves Maori co-investigators, the research team are receiving significant, ongoing Maori advice) and
• Involves Maori as participants or analysis of data sets that include an adequate Maori cohort and/or
• Involves the development and/or use of kaupapa Maori methodologies and/or
• Provides a training opportunity for a named Maori researcher
Maori Advancement
Maori Advancement is research that addresses the significant disadvantage of Maori relative to non-Maori in health status. Maori Advancement research is supported with funding from the HRC Output Expense 1, ‘Contestable Funding Round' and is allocated through all HRC Research Portfolios. To qualify as Maori Advancement research:
• Involves a significant number of Maori as participants or analysis of data sets that include an ‘adequate' Maori cohort and
• Involves Maori researchers as part of the study team and/or
• Provides a training opportunity for a named Maori researcher
Relevance to He Korowai Oranga: Maori Health Strategy
The Minister of Health has outlined the expectation that the HRC invests in research which underpins the New Zealand Health Strategy, the New Zealand Disability Strategy, and the Maori Health Strategy: He Korowai Oranga. Consequently, the HRC also considers relevance to He Korowai Oranga. Where relevant, researchers are encouraged to demonstrate how their research proposal contributes to and aligns with He Korowai Oranga.
Relevance to Vision Mātauranga
The Minister of Research, Science and Technology (MoRST) has outlined the expectation that the HRC invests in research which addresses the goals of Vision Mātauranga, MoRST's strategy to unlock the innovation potential of Maori knowledge, resources and people. This is research that:
• Involves the distinctive contribution and innovation potential of Maori people, knowledge and resources (For example, mātauranga Maori-inspired methodology);
• Increases understanding of the determinants of health and well-being by exploring distinctive challenges to health arising in Maori communities; involves distinctive approaches and solutions to Maori health needs, issues and priorities;
• Explores the disparities between the health status of Maori and that of the general population (including, for example, research that involves distinctive contributions that might arise from the innovation potential of Maori knowledge, resources and people);
• Engages, in an appropriate way, the cultural knowledge of iwi, hapū and whānau – particularly research supporting investigators who are attempting to further aspects of the traditional knowledge bases of those communities;
• Respects integrity of both mātauranga Maori and science knowledge systems;
• Is conducted by iwi entities such as trust boards and rūnanga, private sector providers as well as the three Crown funded wānanga, and
• Is conducted within Maori-owned for-profit enterprises, particularly iwi rūnanga, trust boards and their companies.
